Professional third-party container loading supervision service. Loading supervisors are stationed at factories or warehouses to verify container condition, cargo quantity, model and shipping marks, loading method and seal application, with full photo evidence throughout the process. We provide end-to-end supervision before, during and after loading, helping trading companies and brand buyers control loading quality and reduce risks of wrong loading, short shipment, cargo damage and moisture exposure.

Third-Party Container Loading Supervision Standard

Guangdong Huajian Inspection Co., Ltd. (holding CMA, CNAS, ISO/IEC 17020 and ISO 9001 qualifications) releases the standard for third-party container loading supervision. It applies to FCL loading supervision, LCL consolidation loading, palletized cargo loading, general and dangerous-goods loading, and overseas-warehouse stock loading. Coverage includes container arrival verification, container condition check, cargo counting, loading-process supervision, blocking and bracing check, seal application, and full photo evidence. Irregularities are classified into safety / major / minor. The standard is applicable to factory loading, warehouse loading, third-party loading supervision and pre-export loading monitoring, and serves as a reference basis for third-party loading agencies and foreign-trade inspection providers.

  1. Scope This standard applies to on-site third-party supervision of export container loading — both FCL and LCL — at the factory or warehouse, covering container arrival, cargo verification, loading operation and seal application.

  2. Service Basis

  • Client engagement form, loading notice, packing list, invoice, B/L draft and shipping-mark artwork;

  • Product model, quantity, packing method and destination confirmed in the trade contract;

  • Client-specified loading order, stacking method, bracing requirement and mixed-cargo arrangement;

  • Applicable international cargo transport rules and dangerous-goods stowage requirements (where applicable).

  1. Workflow and Inspection Items

3.1 Pre-loading Preparation

  • The loading supervisor arrives at the factory or warehouse at the agreed time, presents the engagement information and coordinates with the warehouse keeper;

  • Verify truck plate, container number and seal number against the container dispatch notice;

  • Take photos of the container front, container number and truck plate;

  • Inspect container condition: inner wall, floor, top corners and door gasket for damage, deformation, rust, holes, water stains, odor or pest residue;

  • Check that container doors open and close normally and that locking bars are intact;

  • If the container is non-compliant (damaged, leaking, odorous, with previous cargo residue), take photos immediately and notify the client, awaiting instructions on container exchange.

3.2 Cargo Verification

  • Verify product name, model, specification, color and quantity against the packing list;

  • Check outer carton shipping marks, front and side marks, destination and carton count against the packing list;

  • Inspect outer cartons for damage, wetness, deformation, unclear marks, wrong or mixed shipment;

  • Count pallet quantity, pieces per pallet and total pieces;

  • For mixed SKU cargo, count by SKU in batches to avoid model or color mix-up.

3.3 Loading Process Supervision

  • Supervise workers loading in the client-specified order: heavy cargo on the bottom, light cargo on top, load centered;

  • Check that pallet stack height is within limits, not over-width and not overhanging;

  • Cartons are stacked neatly, layers interlocked, with no leaning or collapsing;

  • Check gaps between cargo and container walls / doors; use dunnage bags, straps or wooden bracing where required;

  • Supervise workers to handle cargo gently; no throwing, stepping on or sitting on cartons;

  • Take photos at loading start, mid-loading, near-full loading and full interior view;

  • For mixed-SKU loading, record the position and quantity of each SKU inside the container;

  • If short shipment, wrong shipment, damage or wet cartons are found, take photos immediately and notify the client.

3.4 Special Cargo Notes

  • Fragile cargo: check shock protection, edge protectors and corner guards in place;

  • Heavy and light cargo are zoned separately to prevent crushing;

  • Dangerous goods: verify MSDS, dangerous-goods packaging certificate, labels and segregation requirements;

  • Food and cosmetics: check for odor, pest and moisture;

  • Palletized cargo: check stretch wrap, strapping and pallet bottom intact.

3.5 Post-loading Confirmation

  • After loading, the supervisor steps inside the container to take a full-load interior photo;

  • Re-count total cartons and total pallets against the packing list;

  • Check that no tools or packing waste are left inside the container;

  • Close the doors and supervise the carrier or warehouse personnel applying the seal;

  • Take close-up photos of the seal number, closed doors and overall container exterior;

  • Record loading start time, end time, weather and participants;

  • Obtain on-site signature from warehouse keeper and truck driver.

3.6 Irregularity Logging

  • Short shipment, wrong shipment, model or color mix-up, damage, wet cartons, container damage, container exchange, delay, seal issue and similar cases are all photographed and logged;

  • Irregularities are communicated to the client the same day by phone or WeChat with on-site photos.

  1. Irregularity Classification

  • Safety irregularities: leaking or damaged container, non-compliant dangerous-goods stowage, cargo tilting or collapsing risk, missing or mismatched seal;

  • Major irregularities: short shipment, wrong shipment, model or color mix-up, severely damaged or wet cartons, shipping marks mismatched with documents, improper stacking causing crush risk;

  • Minor irregularities: slight carton dents, slightly loose stretch wrap, slightly unclear shipping marks, small amount of packing waste inside the container.

  1. Loading Supervision Report A bilingual (Chinese/English) loading supervision report is issued within 24 hours after loading, including container information (container number, truck plate, seal number), cargo list verification result, loading-process photos, full-load interior view, seal close-up, irregularity record and AQL conclusion (PASS / FAIL), to support the client in shipping and customs declaration decisions.
